THE PROPOSAL

The proposed development seeks to deliver up to 200 dwellings and significant levels of public open space and sustainable drainage. A new vehicular access is proposed off Swinehill as well as potential pedestrian accesses to the east of the site.

The application will be made in Outline, so details relating to Layout, Landscaping, Scale and Appearance will be addressed at Reserved Matters stage in the future. Therefore, at outline stage, the key matters for approval will be around the principles of development and a ‘Parameter Plan’ will be submitted to define elements such as the extent of development, the location of the new vehicular access and points of pedestrian and cycle connectivity.

The submitted information will also include a Design and Access Statement that will present an Illustrative Layout. The Illustrative Layout Plan is provided below. This will be used to demonstrate one way in which the proposed new homes and associated green space and infrastructure could come forward in compliance with the Parameter Plan. The submitted information will also explain how detailed proposals could be set out to deliver:

  • An approach to the structure of the scheme that enhances the visibility of historic uses of parts of the site;
  • A commitment to the delivery of a mix of new homes of various sizes and tenures (including affordable housing);
  • A significant amount of newly accessible public open space, potentially including;
    • opportunities for children’s play,

    • features of a sustainable surface water drainage strategy,
    • allotment and / or community orchards, and,
    • footpath routes with the site and connecting beyond, offering opportunities for recreational walking.
  • New streets are being conceived with the intent that they maintain low vehicle speeds and prioritise pedestrian and cycle movement;
  • footpath and cycleway routes are anticipated that would connect between the existing PRoW in the west and to Swinehill in the east;
  • A new environment that offers safety and security to both new and existing residents, adopting a layout structure that encloses rear gardens securely within perimeter blocks, and positions front doors to address streets and areas of open space;
  • Buildings of an appropriate scale, with reference to the context that we anticipate are likely to be no more than 2 storeys tall other than potentially a limited number of 2.5 storey or 3 storey buildings located appropriately; and,
  • A considered approach to the provision of car parking for both residents and their visitors.
